We are pleased to share with you that The Hon Masaharu
Nakagawa will address "The North Korean Refugees and Human Rights Issues: A Japan's
Angle"
at the ICAS Spring Symposium 2004.
The Hon Masaharu Nakagawa is a member of
House of Representatives of Japan serving his third terms and Vice-Chair of Policy
Research Committee of the Democratic Party of Japan. Masa is also Secretary General
of the Democratic Party of Japan Diet Members' Federation on North Korea Refugees
and Humanitarian Issues.
In addition, he serves as Senior Director of the Special
Committee on Humanitarian Assistance for Iraq and Prevention of International Terrorisms
and member of the Special Committee on Responding Emergency Situation and the Committee
on Fundamental National Policies, respectively. Masa had a distinguished career
with the Japan Foundation and served with distinction three terms as a member of
the Mie Prefectural Assembly.
