Matt had served as the Chairman of the Board of Directors, President and Chief Executive Officer of Allied Technology since its founding. It is a major provider of a wide range of information systems, engineering, communications and network integration services, ranging from design and development through full life-cycle support to security and operational management.

From 1969 until 1989, Matt had been employed at Westat, Inc. located in Rockville, Maryland, one of the largest survey research organizations in the world. He spent 20 years at Westat, starting at a relatively low level and making his way up to the corporate management. Matt served his last 13 years as a vice president at Westat.

Matt got his start in the computer industry in 1966 at its relatively early stage. He started out as a computer programmer at Control Data Corporation, which was well known as the largest supercomputer manufacturer from mid-60s to mid-70s. He had served as Commissioner on the Maryland Governors Commission on Minority Business Enterprise Reform that was established in 2003 to develop a plan to reform the State's Minority Business Enterprise Program. Matt had also co-chaired the Committee on Access to Capital and Credit.

He was appointed by the Governor of Maryland in 2004 and again in 2006 to serve a two year term as a member of the Governor's Council for Historically Underutilized Business. Matt is also serving on the Board of Directors of Hawk Corporation created by the University of Maryland in Eastern Shore for the economic development of the eastern Maryland area as a charter member.

At the invitation by the President of Software Valley Foundation which was created by the State of West Virginia in concert with West Virginia University to promote hi-tech industrial and economic development for the State, Matt served as a charter member of the Foundation for several years starting from 1983.

In 1977, Matt founded and served as the President of the Board of Directors of the Korean Catholic Federal Credit Union (KCFCU) in Washington, D.C., which is the first Federally chartered credit union for a Korean community in the United States. The KCFCU has been serving thousands of Korean immigrants in the Washington metropolitan area.

For over 30 years, Matt has been very active in philanthropy, serving in leadership roles and providing financial support to numerous charitable, social, civic, cultural, educational and religious organizations.

Matt was born in Korea and finished all of his education in Korea with an honorary doctorate in business administration from his alma mater, Hankuk University of Foreign Studies.
